ಕ್ರೆಡಲ್ ಪರಿಚಯ
Karnataka Renewable Energy Development Limited (KREDL) is established in 1996 as a Nodal Agency of the Government of Karnataka to identify, promote and develop Renewable Energy projects in the state.
Besides, KREDL co-ordinates with all agencies both at state level and national level to promote Renewable Energy in the state.
It also coordinates for all issues relating to development of Renewable Energy projects in the private sector and assists the independent power producers and Government at the state level and national level
Mandate of KREDL
The following are the core objectives of the company

Investigation of potential of renewable energy sources in the State.
Co-coordinating, regulating and enforcement of the provisions contained in the Energy Conservation Act within the state of Karnataka
To co-ordinate, regulate and enforce Energy Conservation Act with assistance of Bureau ofEnergy Efficiency (BEE).
Inviting applications from private sector developers for development of Renewable Energy projects, advising the Government on policies for speedy development of RE projects.
Scrutiny of applications and identification of suitable developers for allocation of capacity, assisting the developers, wherever such assistance is sought, to prepare a detailed project report.

Facilitating the developers in obtaining statutory clearances.
Monitoring projects through review and site inspections during and after implementation and giving a feedback to the Government.
Compiling information on the performance of ongoing and completed projects.
Being a spokesperson on behalf of the community of developers before the Government and its various agencies.
Dissemination of information through newsletter, Brochures and the World Wide Web.
Publicizing usage of RE devices by public through participating in exhibitions, conducting seminars, awareness programs and displaying all types of RE services in Mobile Exhibition >Publicizing usage of RE devices by public through participating in exhibitions, conducting seminars, awareness programs and displaying all types of RE services in Mobile Exhibition vans.
The policy environment
The State Government has enunciated forward looking policies to encourage rapid development of RE Power projects. The following elements are common for all power projects in the renewable energy sector.
1. Wheeling and Banking facility : Karnataka Power Transmission Corporation Limited (KPTCL) allows wheeling & banking of electricity generated by renewable energy power projects. 2. Third party sale of power: Sale of power to third party is allowed

3. Electricity tax:Electricity tax is exempted for a period of 5 years for captive consumption of power generated
4. Purchase price for the renewable energy power:Karnataka electricity Regulatory Commission (KERC) fixes the purchase price for renewable energy power.
5. Developers can avail tax concessions in respect of Entry Tax, Stamp Duty and Registration as per Industrial Policy of GoK
6. Conversion of agricultural land shall be deemed to have been granted under Section 109 of Karnataka Land Reform Act as per Karnataka Industrial Policy
7. Wheeling and Banking charges and cross subsidy charges for 10years from the date of commissioning are exempted for the projects which get commissioned by March 2018
8. Government of India incentives: Concessional Excise Duty & Customs Duty exemptions are allowed to project developer by Ministry of New & Renewable Energy
Procedure for Allotment of RE Projects:
1 Standard conditions for eligibility and terms and conditions of allotment have been developed and made available along with the prescribed application forms
2 The applicants may also propose to develop potential sites, which they may have on their own discovered and investigated. When more than one applicant requests for capacity for the same project then the relative merit of the proposals are verified and the best recommended
3 A Committee of experts constituted by the State Government headed by The Additional Chief Secretary/Principal Secretary, Energy Department scrutinizes the applications to ascertain the financial and technical viability of the project and the ability of the applicants to raise the resources. The Committee makes a recommendation to the Government on the desirability or otherwise of granting capacity to the applicant. The Government, after due consideration of the recommendation, sanctions capacity to the applicants
